WASTE MANAGEMENT LEVY — REVENUE
Hon Lynn MacLaren to the Minister for Mental Health representing the Minister for Environment
(1) Can the Minister please advise how much income was received in the 2009–2010 financial year and in
the 2010–2011 year to date from the waste management levy from the —
(a) South Metropolitan Regional Council (SMRC);
(b) Eastern Metropolitan Regional Council (EMRC);
(c) Mindarie Regional Council (MRC);
(d) Western Metropolitan Regional Council (WMRC); and
(e) Rivers Regional Council (RRC) waste management centres in total by centre?
(2) How much of the amount received pursuant to (1) above went into the Waste Avoidance and Resource
Recovery Account?
(3) With regard to (1) and (2), where did the remainder of those monies go?
(4) What percentage of the waste management levy was spent on waste management in the respective
regions by those identified in (1) —
(a) in the 2009–2010 financial year; and
(b) in the 2010–2011 year to date?
(5) With regard to (4), what was the remainder of the levy spent on?
(6) With regard to financial grants provided out of the Waste Avoidance and Resource Recovery Account
during the periods specified in (4a) and (4b) above —
(a) who has been a recipient of such a grant during those periods;
(b) in each case, in what amount; and
(c) in each case, for what purpose?
Hon HELEN MORTON replied:
The Minister for Environment has provided the following response:
(1) (a)–(e) The landfill levy is paid by operators of landfill facilities. Of the five metropolitan regional
councils named, only the Eastern Metropolitan Regional Council (EMRC) and the Mindarie
Regional Council (MRC) operate landfill facilities.
The EMRC paid $2 912 054 in 2009/10 and $6 005 182 in 2010/11, and the MRC paid
$3 698 923 in 2009/10 and $7 256 633 in 2010/11.
(2)–(3) The allocation of landfill levy funds to the Waste Avoidance and Resource Recovery Account (WARR
Account) is not made in relation to payments made by individual facilities. The WARR Account is
awarded not less than 25% of the forecast levy amount for the financial year as set in the Budget papers
and the remaining balance of levy revenue is allocated to the Department of Environment and
Conservation
(4) (a)–(b)
SMRC — $303 314 (1.6%) in 2009/10 and $8 910 (0.002%) in 2010/11.
EMRC — $725 237 (4%) in 2009/10 and $363 315 (0.9%) in 2010/11.
MRC — $441 323 (2.4%) in 2009/10 and $181 993 (0.4%) in 2010/11.
WMRC — $169 739 (0.94%) in 2009/10 and $12 355 (0.03%) in 2010/11.
RRC — $193 108 (1.06%) in 2009/10 and $67 966 (0.17%) in 2010/11.
(5) Expenditure of funds from the WARR Account, including for activities relating to the payments made
in (4) above, is made in accordance with a work plan developed by the Waste Authority and approved
by the Minister for Environment. The workplan covers a range of activities including grants and funded
programs, administration and collection of the landfill levy, Waste Authority services and support,
waste policy development and data collection.
(6) (a)–(c) Grants have been paid to the five Regional Councils under the Regional Funding Program
(RFP) pilot program; the Strategic Waste Initiative Scheme (SWIS); the Strategic Waste
Management Plans program (SWMP); the interim Electronic Waste Program (E-Waste); and
for the International Compost Awareness Week (ICAW) as follows:
