POINT PERON — PROPOSED MARINA

52. Hon LYNN MacLAREN to the minister representing the Minister for Planning:
(1) To date, how much funding has been made available by the state government to facilitate the planning
and development of a marina near Point Peron?
(2) Can the minister please list and table all the environmental studies that have been completed in relation
to this proposed development?
(3) Who will be responsible for funding the recurrent dredging that will be required as part of this
development?
(4) Is the minister aware that there are more than 9 000 members of the groups Hands off Point Peron and
Preserve Point Peron for the People; and, how have members of local groups opposing the marina been
consulted about the proposed development?
(5) Can the minister confirm that more than 75 hectares of the 178 hectares of land vested as public
recreation and reserves will be totally destroyed and replaced by privately owned facilities and luxury
canal housing?

Hon ROBYN McSWEENEY replied:

I thank the member for some notice of the question.
(1) Phase 1 was completed in December 2006—that is, the concept plan development. The state
government contributed $362 000 of the total cost of $699 000. For phase 2 the state government has
budgeted $626 000 for the pre-funding of feasibility studies. This funding is to be shared with the
private-sector partner when it is appointed.
(2) The studies are a spring flora survey, fauna survey, coastal process review, surface water investigations,
groundwater monitoring and acid sulfate soils investigations. These reports are background studies to
inform the design process that will be undertaken in consultation with the private-sector partner and key
stakeholders. The reports will in due course be referred to the Environmental Protection Authority as
part of the formal referral process.
(3) If ongoing dredging is required, the responsibility of such works will be determined as part of the
ongoing management of the marina once it is established.
(4) There were extensive consultations with stakeholders, interest groups and the wider community during
phase 1. Further consultation will be undertaken as phase 2 progresses.
(5) The total land area required cannot be confirmed until the final design is completed. The Cape Peron
precinct is a marina-based tourist project that will provide a range of public and private facilities
currently not available to the Rockingham regional community.
